From what I have been able to find with Google, this event appeared after some Windows update and affected many applications.  When I checked my system events, I found one instance of this in early June, but not since.

In Windows 2008, do you have an exception in the Windows Firewall (or other firewall application) to allow Blat to have access to the Internet?
