Blat does not directly support SSL or PEC.  From my reading of RFC 6109, SSL 
is a requirement for the sending / receiving of messages, in addition to 
having access to user certificates.

If you want to send me a PEC formatted email, I can see what that looks like 
compared to the RFC, then I can make a better estimate of possibly adding 
PEC support to Blat.  My home email is [email protected].
