You can always push files to your own repositories and forks (remote
branches from someone else repo). You cannot push files to repos where
you are not set as collaborator. You need to send pull requests then
from your fork of the remote repo.
In github, I also can transfer ownershhip from my Blat repo to you
such that you are the new owner. But please note that I slightly
re-organized files, e.g. removed duplicate Changelog.txt.
