Going from 2003 server to Windows 7 Pro

Folks,
 

 My server died recently so I set up a Windows 7 professional computer with my Unipaas application that ran blat email.  
 

 I am getting "A Win32 command line eMail tool has stopped working".  I am unable to check my SMTP settings on the old server.  Could my SMTP settings on the Win7 computer be the issue?  If so, what would you guess the resolution to be?
