If you mean to ask how do you find the server name and port number that you 
need for LWBlat / Blat, the easiest place to find that is in your current 
email client program (such as Outlook, Outlook Express, Windows Live Mail, 
Thunderbird, and The Bat).  Since you already know who your ISP is, you can 
check their website for these settings somewhere in their support pages.

If your ISP requires SMTP port 465 or 587, these typically require an 
encrypted connection that is not directly supported by LWBlat / Blat.  An 
encrypted connection to the server can be easily provided by third part 
programs such as stunnel.  The advantage to using stunnel to provide the 
encryption layer is they stay on top of security issues that arise from time 
to time.
