Problem with code page or what?

Hi guys.
 I am banging my head against the wall for the last 2 days because of Blat. I work in a call centre, and trying to send emails from our pop-up screen masks. Our current solutions include using Thunderbird and creating and executing eml files or calling mailto command.
 As I want to simplify thing, I stumbled upon Blat. Now the nightmare begins. But before dumping it for another solution, I said to ask here for a remedy.
 The problem is that east European characters are getting mangled.
 What I did so far:
 - created a string from mask fields - OK
 (c:\kcm\blat64\blat.exe - -to [email protected] -server smtp.xyz.net -port 25 -f [email protected] -pw pass -charset UTF-8  -subject "KCM za FO" -body "Opomba: p29_FO_opombe||Ime in priimek: first_name last_name|Podjetje: company, p18_kontakt|Naslov: address, zip_code city|Telefon: /|E-naslov: p11_mailx||Nakup: Ne, p04_nakupmod, , Ne želi klica|Testna vožnja: , p08_testmod, Ne želi klica|Telefon (nakup, test): p15_telef|Katalog: ||Akcija: campaign|Šifra stranke: CUSTOMER_ID|Operater: OPERATOR") ,
 

 - tried to execute the string from mask - not working (no clue why not),
 - saved string as batch file and execute - mail was sent with mangled characters,
 - copy string from batch file and execute it in CMD window - OK.
 

 So my question is, why running batch is different from running string from the same batch by hand? And how to fix that.
