When this happens this is almost always because you are trying to send through a specific ISPs SMTP server and yet you are not connected to the Internet through that ISP; for example : you have connected to the Internet through a Comcast broadband connection but your email program (Outlook Express, Windows Mail, ...) is configured to send emails through the SMTP server of Tiscali.
