Blat works fine on Windows 10 computers. The same issues that are
present in Windows 8 are present in Windows 10. Rather than put Blat.exe
in a Windows folder, which is a system folder and subject to security
restrictions, I recommend putting it in a folder you have created such
as C:\batches which is the standard folder I use.
Then open a command window with Supervisor privilege, navigate to the
folder Blat is in, and do the -install. Once you've done that you can
call blat with a batch file or whatever with normal privilege from the
folder it is in.

To err is human - and to blame it on a computer is even more so.
