To close the loop, my Windows 10 upgrade went flawlessly, and because it was an upgrade I did not have to do anything to my blat installation. Everything was in place and worked as it did before.

I also keep blat in its own folder, c:\blat in my case, and have also run into the -install issues you mentioned. So, no issues that I can see. :)

Windows 8 did introduce some additional security restrictions, but I've
found the simplest fix is to make sure blat is not in a system folder. I
put it into C:\batches, with the batches that typically call it, and
this requires no registry hacks nor Administrator priviledge for the
batches nor blat. The only issue which I've seen is occasionally I have
to set the -install config from an admin-level command window.
