sending email when PC on ineternet via LAN but NOT if direct on WAN (Win10, blat3212-full)

I found out that my blat (blat3212-full) is sendind emails if I have win10(64) connected to lan network, 

C:\abc>blat -to [email protected] -subject address -attacht k.txt -body "address" -ps k.txt

BUT

if I connect PC to internet outside lan, directly on wan network (directly to public or other internet connection) form the same win10 PC blat can't send tha mail...

so win10 allow blat or not when to send?
If pc is on internet via LAN is ok, if PC is directly conected on internet it's not ok...

any sugestions?
