Timing out

In testing, I send an email over and over.  But after a few times, I get this error message:
 Error: Can't connect to server (timed out if winsock.dll error 10060)

 

 I have set "-try 3", and maybe on the 3rd try it will work.  But it sits there for several minutes before it works.  Clearly, "-try" is not the solution.  Any ideas what could cause this error after working ok a few times?
