I am running Blat 64-bit on my Windows 7 system, and on Windows 2008 R2. The log output you show does not come from using the -install option, rather it comes from using the -log option when running Blat normally. If possible, please show what your runtime command line is so I can check the source code. If Blat is not permitted access to HKEY_LOCAL_MACHINE in the registry, you can use -hkcu option to force Blat into using HKEY_CURRENT_USER. If you do use -hkcu while running as Administrator, you may have to be Administrator when executing Blat thereafter. Also, I would suggest downloading version 3.2.17 because I found a small issue with version 3.2.16 related to profile name handling.
