If the Windows AT does not qualify for your needs, search for "cron" and "Windows" on the Web. You will find several ports of cron to Windows.
Besides, what the original poster needs is not a scheduler, but a program which catches the messages from the Windows Operation System about changes in a given directory or folder (Windows makes a distinction between the two: each directory is a folder, but not each folder is a directory).
