bogofilter 0.11.1.9 - new current release

Bogofilter version 0.11.1.8 has been released on SourceForge.  Additional 
portability changes.  Minor enhancement to '-m' option to enhance testing 
of different parameter values.  As usual, some minor documentation 
corrections have been made.  See below for more detail.

   working with databases.
* Manual pages now contain the proper path to bogofilter.cf.
