Here's a decent link: http://blogs.msdn.com/b/kaushal/archive/2012/10/06/ssl-tls-alert-protocol-amp-the-alert-codes.aspx Essentially, there was an issue with the handshake, and the connection could not be established. You'd need to crank up the log verbosity or perhaps try from telnet to get enough information to debug the issue. I take it by "send mail" you mean "server relaying mail," and not clients submitting outbound messages to your server for relaying. This could be related to your other SSL/TLS configuration issues you've mentioned. Best ideas off the top of my head.
