The link is built in login.wssp page of the Basic skin or whatever skin 
is selected as default for the domain.
The link uses the altLanguage parameter which is set to language 
selected manually using links at the bottom of the login page. If none 
is selected the link parameter value is set to empty  string, which is 
treated as English.
