You can modify the Compose page so the Send HTML checkbox is ticked by=20 default, but this will not alter the original message text. The webskin=20 must be able to perform some modifications on that original text so it=20 becomes proper HTML, and it must also have an HTML-compatible message=20 body editor. As stated in my other reply, LookOut can do that.
