No.  The selection step marks all messages that match the selected criteria. 
The action step does something to them.  If that "something" removes those 
messages from the folder, the next selection step obviously will be limited 
to whatever's left.

No.  The search command is best used with IMAP or News accounts.  The actual 
search command is handed off to the server, and the server searches the 
messages.  Cone doesn't have to do anything other than wait for the server 
to finish.  Cone does not have to download the messages.  Same thing for 
News accounts, except that NNTP's search command is more limited than 
IMAP's.

Searching is not very useful with POP3 accounts over a slow link.  If you 
need to search your POP3 account set up a POP3 maildrop account, where 
messages are automatically downloaded, and can be searched locally.
