This looks like an error building the bundled gettext library. The bundled  
gettext might be too old to support OS-X.

Try installing the current version of gettext separately, first:

https://www.gnu.org/software/gettext/

And then cone should use the system-installed gettext library instead of  
compiling its own.

The bundled gettext has been removed from the next Cone build anyway, so  
this will need to be done anyway, going forward.
