I don't have any immediate idea. This does not look like a locale problem=

but rather a terminal problem. TERM, terminfo, etc=E2=80=A6 Wrong termina=
l escape =20
sequences shifting the terminal into the wrong character set page. But, c=
one =20
and leaf are doing the same thing here, so it's not clear why there would =
be =20
a difference. You could try capturing the output of cone:

cone | tee cone.out

Then examine the captured output, maybe with a hex viewer, to see what's =20
being outputed.
