I can verify that their SSL cert is not for imap-mail.outlook.com on port 993, but for *.hotmail.com Technical incompetence. Contact their technical support, and tell them to fix their broken SSL certificate. I don't know what "other email clients" that is, but whatever they are, they're also broken, if they accept this certificate. I'm fairly certain that Thunderbird will also barf, if you try Thunderbird. You can disable certificate checking by appending /novalidate-cert to the hostname, in Cone.
