David, perhaps you know this better than I.  Do you know what
applications might use encoded-words?  Im unsure whether or not
to invest the time in development for EPS on this.  I have yet
to see an email with encoded-words within it, but supposedly
it is a current standard.

I forget the RFC number.  I will have to look it up again.
