Domain Level Filtering on eFilter

Hey Everyone;

I just had the latest (I assume) version of eFilter installed on my 
mail server last week. I am limiting it's use until I'm more familiar 
and comfortable with how the configuration files work.

After pouring over documentation and configuration files, I'm a bit 
befuddled. I'm having trouble with domain level filtering. I was hoping 
someone on this list could help me determine what (if anything) I am 
doing wrong is.

I have my order set to User, Domain, Global.... (UDG). While user level 
filters are working, if I omit a user level filter.conf file for a 
particular user, but have an identical domain level filter - then 
nothing gets filtered. I'm using the default config files with the 
exception that I have enabled attachment filtering (for file 
extension). If I take this file and apply it on a domain level, then 
nothing happens. If I apply it to my specific user level, then it works.

Has any had any success getting domain level filtering working?
