Exim 4.30 release

I have just put Exim release 4.30 on the primary ftp site:

This was originally going to be just a bug-fix and documentation update
release. However, in practice there are a number of new features as well.
All new features since 4.20 are in the NewStuff file in the distribution; the
separate NewStuff-4.30 file on the ftp site has the specific changes for 4.30
vs 4.24.

I am going to be away (in Australia for the LCA2004 meeting) for most of
January. Therefore, there won't be any new features added for some time. If
bugs are found in 4.30 soon enough, there may be bugfix releases before I
depart.

The distribution files are signed with Philip Hazel's GPG key; the signature
