spamc unable to connect to spamd

Occasionally, spamc reports that it can't connect to spamd:
"connect() to spamd failed: Connection refused"
I have not been able to figure out why this happens. When this happens,
email bypasses the spamd and continues to be delivered.
Until I can solve this problem, I would like the email to be held until
spamc is able to connect to spamd again. Is there a way I can force spamc
to wait "forever" for a spamd connection? I read about the "-f" flag, but
that won't accomplish what I need.
