Probably because your SApermreject values aren't set at all, or set at a higher score than 8.3. eg. have required_hits set to 10 in SA/local.cf, and SApermreject set to 12. A message with score 5 is not considered spam, a message with score 11 is considered spam, but accepted, and a message with score 12 or up will be rejected.
