On modern Linux versions, one important additional place to check
(beyond SELinux and/or AppArmor) is in the systemd .service file for
Exim. Your distribution may have turned on various systemd protections
that can do things like give Exim (running as a service) its own
isolated /tmp directory tree. I know that Ubuntu has started to do this
in recent Ubuntu releases.

(Systemd settings like 'PrivateTmp' can also complicate debugging
programs started from Exim, including in people's .forwards.)
