This is something similar to the mod's i've been working on for my server.
I started by linking dovecot's to vexim's database so that with I create a
pop3 box in vexim, dovecot will accept this user. Then expanded this to
proftpd and am currently working on how I can have this create a user's
email domain's in an apache config file in the /sites/enabled/ folder
