Those (both suggestions seemed to have the same effect) improved the situation
in that the ftoc is now 14 lines as I specified.  But there is still another
10 lines or space of unused space below it, which still "snaps back" if I try
to adjust is with the black diamond.  See:

for what I mean.  So the bug does not seem fully fixed yet.
