Your preference suggestion lead me to that dialog and I discovered 
that I hadn't updated my proxy server since I installed privoxy.  
Privoxy uses a different resolv.conf file depending on the state of 
my VPN (not by itself, I help it a bit).  I've altered my exmh 
preferences to be more agreeable with privoxy and I'll see if the 
trouble ever comes back.
