This happens to me too and not only in reply sub-windows, not only with text
that was removed from the exmh sub-window in which I'm trying to paste, and not
only with text removed by Control-w.  It can happen in any message-composing
sub-window, will deposit the last block of text removed from any sub-window of
the same exmh session which will be another one if I haven't removed text from
the window where I want to paste some, and applies to text removed with the
Delete or Back-space keys or otherwise too.  I find that it can make a
difference if I click in the sub-window before pasting or not.  If I click to
determine a position for the paste, then I will get the text removed from an
exmh sub-window.  If I just position the mouse and don't click, then I can get
text picked up outside of exmh.  I can't be certain that that will always work
but I am certain that it does sometimes and that clicking or not clicking
beforehand makes the difference.
