strange special character bug?

When I start exmh, it immediately occupies about 100MB of memory. This seems excessive, but I can live with it. Recently, I received a message that contained French accented characters. Though the message was small, it took about a full minute to load. When loaded, exmh (wish) had ballooned to 400MB! I culled out bits of the message until I found the offending content. It is the line =EF=BF=BC in the attached message.
