I don't have any solutions, but I get the same thing on Solaris:
Error in startup script: invalid command name "Env_Tmp"
while executing
"Env_Tmp"
(procedure "Folder_Purge" line 7)
invoked from within
"Folder_Purge inbox"
(file "/tmp/username/exmh.1646.purge.0" line 17)
exmh 2.7.2, TCL 8.4.9, solaris 9
