Problem with re-installation of exmh 2.7.7 on a PowerBook G4 running OS X 10.4.6

I recently had to reinstall OS X as a result of a booting problem. The
reinstallation does not allow for an easy cloning of the /usr directory
where exmh is located. Neither the cloning or subsequent attempts to reinstall
exmh has worked. The following is the error message I am receiving:
in the x terminal at the command prompt
hardy> exmh
User_Init: wrong # args: should be "User_Init"
exmh: tkerror: error reading "file10": illegal ...
which then automatically generates a message to Brent Welch with
the following information
error reading "file10": illegal operation on a directory
while executing
