Annoying race condition in PGP pass phrase window

I have not written much Tk code, so I am not likely figure this out
without help.

If you sign outgoing messages, you need to enter your pass phrase for
your private PGP key before a message can be sent. exmh opens a window
for the pass phrase to be entered and locks focus to it, which is a good
thing.

Unfortunately, there is a race issue. 

Should I click on another window before the exmh window is focused,
focus locks onto whatever window I click on and is then frozen. I can't
type anything into the pass phrase window nor move focus. It is simply
hung.

I can click on the OK button which deletes the window, tries the null
pass phrase, fails, and opens a new pass phrase window, locks focus to
it, and I can enter the pass phrase. Life (and mail) goes on.

If the pass phrase window is created on top of the main exmh window, I
get a slightly different issue. If I should happen to bring the main
window to the top before the focus locks, I have no way to bring the pass
phrase window to the top, so all I can do is hit enter to get a new
window, similar to the case above.

The worst case is that I obscure the new window with one that is not
exmh. Then I am simply stuck and have to resort to "killall wish8.4".

Is there any way to make sure that the focus really locks to the pass
phrase window? This might not be fixable, but, at least it would help if
the pass phrase window could be raised AFTER focus is locked.

Anyone have nay ideas?
