Just make sure you generate a sane and secure PGP key for this to fully
work.  Sending your key to a keyserver and getting the key signed so you're
in the PGP web-of-trust are optional, but very useful, things you can do.

Most likely, OpenPGP or GnuPG got installed on your box (possibly as part of
a system update).  The next time exmh got launched, it noticed that PGP was
available, so it enabled the menu.
