that part is simple to explain: exmh-async wants the windowname of 
your exmh application as first arg, in order to learn who to tk-send 
success/failure indications to. 

if you run  'exmh-async exmh emacs ~/Mail/drafts/1234' you should get
your emacs up. if you don't there is something badly wrong with your
emacs installation.

apart from that, sorry, no idea why tk whould be unable to 
exec your emacs.
