AOL "mailbox full" bounces vs. ezmlm-return

I was browsing through my qmail logs and saw inbound messages that 
looked like AOL bouncing messages from an ezmlm-idx list.  For some 
reason, it didn't look like they were being processed by the 
ezmlm-return bounce handler.  I sent a test message to the address in 
question, and got back a "mailbox full" bounce which is presumably 
the same kind of message that was being sent to the list-return 
address.  The bounce is included below.  I read the ezmlm-weed man 
page to see if it could be weeding out these bounces, and it's not 
really clear.  The part that confuses me says

        Delivery-status  notification  (DSN,  rfc1891).  All  DSN messages with
        ``Action'' other than ``failed'':

           Content-type: multipart/report



The bounce does have a Content-type: multipart/report header, but it 
also contains
Action: failed

 From the format of man ezmlm-weed, it's not clear whether it thinks 
Content-type: multipart/report means  ``Action'' other than ``failed''

Has anybody else noticed what their ezmlm-idx is doing with AOL 
"mailbox full" messages?  I'm running ezmlm-idx-5.1.0.  Is it 
intentional that "mailbox full" messages are not treated like other 
bounces?  I've seen debates on other lists about whether the 
receiving server should return a temporary 4xx error or a permanent 
5xx one for a full mailbox, since it might be only full temporarily. 
But it looks like AOL has decided it deserves a permanent error, so 
shouldn't ezmlm-idx treat it as a permanent error?
