I've since read both the Manual and the FAQ (I was previously only reading the 
FAQ).
There's a slight discrepancy between the two in that the FAQ says "all 
moderators receive a moderation request" while not adding the part about "if 
a moderator posts, only they will see the moderation request".

So, it would appear that ezmlm is working entirely as designed.
