I don't recall ever hearing a reason one way or another.  I too have
observed that behavior, and it has been that way for as long as I can
remember.  Most likely it was considered desireable to maintaine a
pristine copy of the distributed email (including Received: headers that
are normally stripped from outgoing emails) for a variety of purposes.
