Use of ezmlm-request in manager

Hi.

As it stands, ezmlm-request is inserted into the manager control file
only if the ezmlm-make -q option is given.  Is there any reason not to
add this program unconditionally?  No other program handles -request
commands, so it's not taking away from anything else, and seems to just
add improved functionality.
