So you want it to be a moderated list ...

Well, moderating your own posts to such an announcements list isn't exactly an
onerous task, but if you're certain you "need" this, simply modify the list's
.qmail file controlling the list address (but not the
subscription/unsubscription/etc addresses) to reject all mail received via
SMTP, and send your messages from the local machine.

There are other approaches too; check the archives of this list for
suggestions.
