IOW you trust posters to your list but want to constrain troublemakers.
It seems straightforward enough, but obviously the same "allow" etc
directories can't be used.

This makes some sense.  The amount of system work required for ezmlm to
generate a bounce would be comparable to what qmail already does to
bounce a message, so there's no big loss there.  If you don't mind a
generic error message, it wouldn't even be hard to graft such a process
into the standard error exit path.  Is it worth the effort though?  Is
this a problem for others?
