Lothar,

It appears that you are using the outdated fetchmail package that was
built for Cygwin x86_64, and apparently SSL wasn't compiled in, as Ralph
already mentioned.

I suggest you build fetchmail 6.3.26 or 6.4.0-beta4 yourself from source
with all the required features and you configure it with SSL/TLS support
(--with-ssl for 6.3, it's automatic for 6.4.0-beta4).

I haven't used Cygwin on a serious basis for the past few years though,
so I cannot give much input on what the required development packages
(the compiler, for instance) are. It would also seem that a polite
notice on the relevant Cygwin mailing lists and/or its package
maintainer to ask for a newer version of the package that also enables SSL.
