Yes.

I am using the App-specific (rather misleading attribute, it's 
just a password) password with fetchmail and it works (so far?). 
I haven't heard from Google directly about any deadlines, so I'm 
not sure whether the discussion here applies to this case.

FWIW, similar scenario for postfix.
