Correct.

postfix is one of the options for fetchmail to use to deliver the
messages that it has fetched; presumably the one used by the
author of the document you are reading.
I am not sure that fetchmail can actually write the
message to a file itself; I have always used
wants mda ... /usr/sbin/exim ...
Whilst you don't need postfix you *may* need some equivalent
mta-type program.
