I don't know about Debian, but on FreeBSD it's to do with the checksum failing on the source tarball, which means that that the port is broken until it's noticed, updated and committed. Even after that's done people can still run into problems with locally cached copies or old copies in proxies. If you can install from ports, or build your own packages, and know what you are doing it's easy to work around. Otherwise it can delay package building and it's a source of annoyance and confusion.
