In any case, I've read 6856 a few times now, and I don't see that getmail should need to do anything other than issue the UTF8 command, which the patch does, but you're saying you still get these error surrogates and not the original messages. So it looks like getmail is doing the right thing, but the server is broken? Weird. But possible, I guess; it may not be well-tested, since this RFC isn't universally implemented. At this point, I think you need to contact the mail server administrator. You have a POP client which is apparently complying with rfc6856, but a server which is still returning the error surrogate messages instead of the message contents.
