A forth option:
- Have ifile always strip the Xref header.

This is, of course, the least flexible option, but

1) I doubt many would find the Xref: header useful for filtering,
2) it'll be faster than any wrapper, and
3) we wouldn't have to clutter the already somewhat long list of options.
