Allegedly. Actually I get almost zero spam to my hotmail inbox so
I suspect this is false.

Err, yeah, they have to pay for the outgoing mail instead. Which on
average will be exactly the same size as the incoming mail store was,
or indeed even larger because users are less likely to delete mail
from remote outgoing stores whose quotas do not affect them.
